If you have no tax filing obligation with the City of Philadelphia but they continue to send your business the filing requirement notices anyway then you need to file a “Change Form“. In some cases you might even need to file the form a couple of times.
The trigger for a tax filing is a physical presence or conducting business in the city. However, the trigger for getting added to the tax notice list includes having a legal case in the Philadelphia court system or applying for an event permit in the city. Even a permit to issue handbills puts your business on the tax notification list.
I can submit this CHange Form easily from my accountant’s software or you can do it manually by downloading and mailing the form.
